RECOMMENDATION: |
That Council INSTRUCT the Corporate Officer to advise Innovation, Science and Economic Development Canada in writing that: - Freedom Mobile has satisfactorily completed its consultation with the City of Prince George;
- The City of Prince George is satisfied with Freedom Mobile public consultation process and does not require any further consultation with the public; and
- The City of Prince George concurs with Freedom Mobile proposal to construct a wireless communications facility provided it is constructed substantially in accordance with the plans submitted to the City of Prince George for a 15.0 m tall monopole and ancillary equipment at 7080 Domano Boulevard (Lot 3, District Lot 754, Cariboo District, Plan 23130).

RECOMMENDATION: |
That Council:
- GIVE FIRST READING to "City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 8985, 2019" amend Schedule B-6: Future Land Use for:
- Lot 1, District Lot 954, Cariboo District, Plan PGP44935 from Neighbourhood Residential to Service Commercial, as shown on Appendix "A" to Bylaw No. 8985, 2019; and
- Lot A, District Lot 954, Cariboo District, Plan 16658 from Neighbourhood Residential to Service Commercial, as shown on Appendix "A" to Bylaw No. 8985, 2019.
- CONSIDER "City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 8985, 2019", in conjunction with the current Financial Plan and confirm there are no issues.
- CONSIDER "City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 8985, 2019", in conjunction with the current Regional District of Fraser Fort-George Solid Waste Management Plan and confirm there are no issues.
- CONSIDER "City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 8985, 2019", in conjunction with the City of Prince George Strategic Framework for a Sustainable Prince George and confirm there are no issues.
- GIVE SECOND READING to "City of Prince George Official Community Plan Bylaw No. 8383, 2011, Amendment Bylaw No. 8985, 2019".
- APPROVE the following public consultation process to fulfill the requirements of Section 475 of the Local Government Act:
- Four (4) Citywide Newspaper advertisements requesting written comment;
- Request for written comment from properties identified on Exhibit "A" to CP100148; and
- One (1) Public Meeting
- GIVE FIRST TWO READINGS to "City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 8986, 2019 to rezone:
- Lot 1, District Lot 954, Cariboo District, Plan PGP44935 from C6: Highway Commercial, AF: Agriculture & Forestry, and AR3: Rural Residential to C6: Highway Commercial, C5: Visitor Commercial, AG: Greenbelt, and RS2: Single Residential as shown on Appendix "A" to Bylaw No. 8986, 2019.
- Lot A, District Lot 954, Cariboo District, Plan 16658 from AR3: Rural Residential to AR3: Rural Residential, AG: Greenbelt, and C5: Visitor Commercial as shown on Appendix "A" to Bylaw No. 8986, 2019.
- PERMIT the Public Hearing for proposed Bylaw No. 8985, 2019 and Bylaw No. 8986, 2019 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:
- Receipt of Traffic Generation Brief; and
- Receipt of Servicing Brief.
In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the General Manager of Planning and Development
- PERMIT that consideration of Final Reading of proposed Bylaw No. 8985, 2019 and Bylaw No. 8986, 2019 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:
- Registration of a Section 219 Restrictive Covenant on the legal titles of Lot 1, District Lot 954, Cariboo District, Plan PGP44935 and Lot A, District Lot 954, Cariboo District, Plan 16658 that restricts the uses of the C5: Visitor Commercial zone uses to only the following:
- Campground
- Parking, non-accessory
- Service station, minor
- Vehicle rental, minor
- Vehicle wash, minor
In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the General Manager of Planning and Development.
