REGULAR COUNCIL MEETING AGENDA

That the attached minutes of the regular Council meeting held December 2, 2019, and the Special Council meeting held December 4, 2019, be adopted as read on this day and that such minutes as read set out all of the business before Council at those meetings and fully and properly record all of the resolutions and bylaws passed and adopted by Council at those meetings.

That Council RECEIVES FOR INFORMATION, the report dated December 2, 2019 from the Acting General Manager of Planning and Development titled Monthly Building Permit and Development Permit Summary (November 2019).”

That Council APPROVES Variance Permit No. VP100549 to vary "City of Prince George Zoning Bylaw No. 7850, 2007" for the property legally described as Lot 20, District Lot 2101, Cariboo District, Plan 17185 as follows:

1. Vary Section 9.5.4 2. by decreasing the minimum lot area from 0.4 ha to 0.3 ha, as shown on Exhibit “A” to VP100549.

That Council APPROVES Variance Permit No. VP100556 to vary "City of Prince George Zoning Bylaw No. 7850, 2007" for the property legally described as Lot 1, District Lot 934, Cariboo District, Plan 20937 as follows:

1. Vary Section 10.10.5 8. by decreasing the minimum exterior side yard setback from 3.0 m to 1.2 m, as shown on Exhibit “A” to VP100556.

Be it resolved that:

1. Council SUPPORTS the amendment of the existing food primary liquor license to allow patron participation for Buskers Rock Merch and Venue Ltd. located at 1552 Victoria Street for the following reasons:
   This application is not expected to have a negative impact on the community or produce any significant negative land use impacts on adjacent properties.
2. The Council’s comments on the prescribed considerations are as set out in the report dated November 29, 2019 from Deanna Wasnik, Manager of Development Services/Acting General Manager of Planning and Development for Liquor Licence Application No. LL100167.
3. The methods used to gather the views of residents are as follows:
   The views of potentially affected property owners were collected in a Public Hearing held on December 16, 2019 in Council Chambers. The public notice for this hearing included 1) a sign was posted on the property ten (10) days prior to the hearing, 2) written notification to owners and tenants in occupation of all parcels within the area that was the subject of the application, and within a distance of 30 metres from the land that was the subject of this application ten (10) days prior to the hearing, and 3) advertisements were placed in two (2) consecutive issues of a newspaper, not less than three (3) and not more than ten (10) days before the hearing.
   The views of affected property owners are as summarized in the minutes of the Public Hearing held on December 16, 2019.

That Council RECEIVES FOR INFORMATION the attached report from Ethan Fredeen who attended the Union of BC Municipalities (UBCM) Convention September 23-27, 2019 in Vancouver, B.C. under the 2019 Student Mentorship Program.

That Council RECEIVES FOR INFORMATION, the quarterly report summarizing Mayor and Council travel expenses incurred during the fourth quarter of 2019.

That Council:

1. ESTABLISHES a Select Committee on A Safe, Clean and Inclusive Downtown; and
2. APPROVES the Terms of Reference of the Select Committee on A Safe, Clean and Inclusive Downtown, as attached to the report dated December 10, 2019 from Mayor Lyn Hall.

That Council RECEIVES FOR INFORMATION the report dated November 28, 2019 from the Director of Community Services and Public Safety titled "SportPG - Sport Hosting Grant Update for 2019."

That Council RECEIVES FOR INFORMATION the report dated November 29, 2019 from the Director of Community Services and Public Safety titled "Major Sport Event Program."

That Council:

1. APPROVES the Union of British Columbia Municipalities (UBCM) Community Emergency Preparedness Fund –Emergency Operations Centre (EOC) & Training Grant application in the amount of twenty-five thousand dollars ($25,000) to conduct EOC tabletop exercises in 2020; and
2. AUTHORIZES the City’s Financial Officer and Director of Community Services and Public Safety to sign funding request documents and any contract documents should funding approval be received.

That Council APPROVES the City of Prince Gorge Naming Rights Policy attached to the report dated December 5, 2019 from Rob van Adrichem, Director of External Relations, titled “City of Prince George Naming Policies."

That Council APPROVES the City of Prince George Commemorative Naming Policy attached to the report dated December 5, 2019 from Rob van Adrichem, Director of External Relations, titled "City of Prince George Naming Policies."

That Council DIRECTS Administration to return a bylaw for Council’s consideration to amend City of Prince George Council Procedures Bylaw No. 8388, 2011, as described in the report from the General Manager of Administrative Services dated December 6, 2019 titled “Council Procedures Bylaw Update”.

That Council GRANTS FINAL READING AND ADOPTION to "City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9043, 2019."

That Council GRANTS FINAL READING AND ADOPTION to "City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9053, 2019."

That Council GRANTS FINAL READING AND ADOPTION "City of Prince George Comprehensive Fees and Charges Bylaw No. 7557, 2004, Amendment Bylaw No. 9080, 2019."
